I bought my supressor 2nd hand. Once I paid for it they shipped to my FFL/SOT. My FFL helped me get all the paperwork filled out and filed it for me. While I waited for the stamp the FFL/SOT held onto it. When the stamp came in they called for me to come in and pick it up. The seller got their money...

The original primer was crimped so most likely military originally. Like sharpie223 stated 30-06 brass is the base for many calibers. I would measure it before deciding what it is for sure.

It looks like the new ramp is complete. They have videos of the build on Facebook. They must have allowed an easement for Avista but nothing public because Avista built it.
