WA Resident Tries to Purchase Stripped AR Lower in ID

Not a big fan of Cabela’s but they are blowing out Ruger stripped AR lowers for $60. Plus, I have a $50 Cabela's gift card that’s been burning a hole in my pocket so I thought what the heck.

Headed to Post Falls and informed them I was a WA resident. Was told that since a lower receiver can be built into either a rifle or a pistol, it would have to be treated like a pistol and would need to be transferred to a WA FFL for a fee of $25 to then be transferred to me. I said never mind.

For FFL transfer, I thought lower receivers were neither rifles nor pistols but “other” on 4473? And following the “logic” that a lower receiver is a pistol, a WA resident would need a CPL or have to wait 5 days to purchase a lower in WA. I have purchased several in WA and that has not been the case.

What gives? What am I missing? Maybe I’m just too being too optimistic thinking that gun laws should be logical?

The lowers are an "other" and you cannot transfer most "other's" across state lines without involving the home state FFL. Same goes for those Shockwave short shotguns, have to FFL in the home state.
