AR Lower Question...

When you purchase a new stripped AR lower receiver, do you need to state what caliber it is going to be and if it is going to be a pistol or a rifle?

If it is stripped it can be purchased as other, so neither a pistol or rifle yet.

"Multi" is an acceptable caliber for a stripped receiver according to the ATF.
